Description of the assignment: District Level Sectoral Local Adaptation Plan of Action (LAPA) on Agriculture in two districts (Rajanpur and Layyah) Period of assignment: (30 Days) Proposals should be submitted at the following email address: info@indusconsortium.pk till 15 June 2018 Any request for clarification must be sent in writing to the e-mail info@indusconsortium.pk Background of Indus Consortium: Indus Consortium - a collaborative platform of 3 humanitarian and development organizations works on climate change, water governance, tax justice, democracy and governance. Humanitarian work is the key of the area of expertise of IC. Introduction of GROW Campaign: GROW campaign is a 04 years joint collaboration of Oxfam in Pakistan and Indus Consortium and implemented in Rajanpur, Layyah, Multan, Rawalpindi and Lahore districts. Facilitation in the development of local adaptation plan of actions (LAPA) in 5 respective districts, incorporation of small growers and woman framers input in draft CC policy of Punjab province and budget analysis/ advocacy on CC related budget and expenditure has been done. Youth engagement has been ensured through formal MOU signing and partnership with 3 top public universities of Punjab including University of Punjab, Lahore, Bahauddin Zakriya University, Multan and Arid Agriculture University, Rawalpindi. Budget of provincial government of the Punjab is being analyzed three consecutive years as Climate Public Expenditure Review (CPER) / Budget Primer. Creating the drive through local level then to provincial level, a research is being planned to conduct in order to understand the budget cycle at district level. About assignment: District Level Sectoral Local Adaptation Plan of Action (LAPA) on Agriculture in two districts (Rajanpur and Layyah) Indus Consortium has already developed Local Adaptation Plans of Actions (LAPAs) in consultation with local communities including growers and women farmers, government departments, media personnel, climate change and food security practitioners and academia in all target districts under GROW Campaign i.e. Multan, Lahore, Rawalpindi, Rajanpur and Layyah . District authorities have also endorsed these LAPAs, whereas efforts have also made to integrate the LAPAs into district Annual Development Plans (ADPs). Likewise; in order to put special focus on the climate change impacts on Agriculture and possible adaptations actions to mitigate climate change and its impacts, Indus Consortium would like to develop sectoral Local Adaptation Plans of Action on Agriculture in two districts of Punjab, i.e. Rajanpur and Layyah. Objective of the current assignment: The main objectives of District Level Sectoral Local Adaptation Plan of Action (LAPA) on Agriculture are as under: • LAPAs shall be developed to see mitigation and adaptation options available according to the district profile of impacts of climate change on agriculture sector, available resources (human, financial and infrastructure) and implementation strategies and plans by GROW District Forums. • LAPAs shall herald a window of lobbying and advocacy efforts at district as well as provincial level and also provide opportunity to gear up efforts to integrate these LAPAs into district plans of Agriculture Department. A consultative process shall be adopted to develop district level sectoral LAPAs engaging the most vulnerable group at districts i.e. small holders and women farmers The LAPAs shall be shared with district level relevant authorities for their feedback to see the effectiveness of the influencing the budget cycle at district level, budget allocations, utilizations etc with concrete recommendations and suggestions of public money. The research shall be a main source of advocacy for District Forums and community groups for budget increase in district as well as provincial budget of Punjab. Process: - Questionnaire and Tools Development for sectoral LAPAs development - Meeting/ contact with relevant district authorities for their input during consultations - Consultations at district level engaging District Forum, Govt., community, small scale holders, women farmers, academia, civil society organizations, CBOs and environment and agriculture experts - Meeting/ contact Agriculture departments for the incorporation of their feedback on the LAPAs - Presentation of report of LAPAs at district and provincial level launch of Sectoral LAPAs with Media, policy makers, community groups and relevant stakeholders at district as well provincial level Deliverables The consultant, under supervision of Indus consortium team will be responsible for the following activities: Consultant will attach all relevant documents she/he obtains during desk review as annex with report. 1. Questionnaire and tools for consultations for development of sectoral LAPAs 2. Report on district level Sectoral LAPA in English and Urdu 3. PowerPoint presentations in English and Urdu and related handouts Reporting requirements: All the deliverables including research study on district level Sectoral LAPA on Agriculture shall be developed in close cooperation and coordination with Indus consortium. Experience requirements: The consultants should be experienced in the field of research and development of LAPAs and have strong idea about the advocacy tools. The individual consultants or Firms having demonstrable experience and relevance with proposed work are welcome to apply for the consultancy. Performance indicators: The activities should satisfactory meet the quality and completeness of documents, accuracy of statistical data and reports, timeliness of delivery.
